If you're using VLC 3.0.x and have video issues.
Try:
I can play the linked Video without any Issue in the VLC-Player 3.0.6 (32-Bit) under Windows 7 (64-Bit).
Perhaps the Issue is only in the 64-Bit VLC-Player Version?
-------------------------------------------------------------------------------------------Workaround until the D3D11 problem is fixed, set VLC to use DXVA2:
Tools -> Preferences -> Video
Output = Direct3D 9
Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = DXVA 2.0
Then save, exit and restart VLC.
