I found out what the determining factor is: the operating system. Once I rebuilt the workstation with the 1080Ti with Windows 10 Pro, h.265 playback became possible.

That's very strange.

What is happening if your rename VLC.exe to VLC2.exe or any other name ?
I just registered to thank you for this. I was having major problems with this, Playing "The OA" in 10-bit, but now it's all OK.

That seems counter intuitive. Why would a GTX1060 completely outperform a GTX1080Ti by such a wide margin?
1060 and 1080 Ti are same feature set. That should play the same with same driver

* First read troubleshooting guide VSG:Main
* Always provide verbose LOGS ! (command line or from gui)
* Always check your issue against a developer build from Nightly Build of VLC
* Tell us when your problem is solved !

I discovered that the O/S is the major factor in this instance. Doing nothing more than changing from Windows 7 to Windows 10 on that higher end machine made the difference between no playback and effortless playback.

Just made an account to say that I fixed lag/stuttering issues by running VLC as administrator. Previously it was *not* taking up too much RAM/CPU/GPU, etc. but it was still dropping frames.
