Where i find the "Muxer" for convert a video in a Webm Format ?

I would like to know this too because I am having a hard time using downloaded mp4's as learning tools because the video will not slide easily; whereas I found "WebM" to work very well. I don't recall this problem with mp4's before. I have a decent computer with an i7 process with GTX 670 graphic card. So I just download WebM but I would like to convert all my learning videos to this format, since mp4 just aren't working for me for learning videos.

Actually, I just read another article and WebM is under "VP80 + Vorbis (WebM) when you drop a video in the VLC converter, then under "Profile", it has the WebM option.

However, this doesn't answer my question of why mp4 videos will not slide easily or really not at all in most cases; whereas WebM works very nice due to using less processing power, I imagine.
