VLC Player 2.2.8 is a security risk.I downgraded from 3.0.4 to 2.2.8, and the slow startup problem disappeared. I then upgraded to 3.0.0, and the slow startup problem (3-4 seconds before the video begins playing) reappeared. Same pc, same windows 10 x64 version, only microsoft defender. What changed from 2.2.8 to 3.0 which might explain the delay? It's very easily reproducible.

I'd say the issue arised after the latest big windows update (october)

I'm not Time but I can tell you that startup here came down from 40s to 4s Thank you very much for your advice[...], I issued...
vlc-cache-gen c:\Program Files\videolan\vlc\plugins
... which generated a plugins.dat that was around 286 KB.
Time will tell if that will speed up the startup. I only see some sluggishness on the first startup of the day.
I can confirm this works.I have a fairly fast computer, however, I thought that the startup was sluggish.
My VLC is installed in C:\Program Files\VideoLan\VLC which is a directory that requires administrative permissions to modify.
I noticed in C:\Program Files\VideoLan\VLC\plugins that there was no "plugins.dat" unlike any of the 2.x versions.
So, bringing up an administrative command prompt set to the C:\Program Files\VideoLan\VLC directory, I issued...
vlc-cache-gen c:\Program Files\videolan\vlc\plugins
... which generated a plugins.dat that was around 286 KB.
Time will tell if that will speed up the startup. I only see some sluggishness on the first startup of the day.
