4k playback small stutter on i5 7th gen

I have an Intel nuc7i5bnh with the 7th gen i5 cpu. I bought it specifically to use as a 4k HTPC (mkv files) after reading in various places it should decode them flawlessly.

The thing is it...almost does. The CPU stays at around 40-50% and the GPU around 20% and generally the movie plays, but there is a very small stutter every half a second or so. It's especially obvious in scenes of continuous motion, for example I was watching Interstellar when the ship spins and you can clearly notice the stutter in the spinning. On the other hand 1080p content works perfectly. Interstellar is Video : x265 3840x2160 (23.976 fps) @ 24.5 Mb/s (CRF 17).

Any idea what could cause it?
- CPU and GPU don't seem to be under load (RAM I guess doesn't matter, but it's used about 3gb out of 8gb)
- I played the file over wifi (5ghz) and from an external HDD connected on USB, same
- I tried VLC 32 and 64bit
- I checked some suggested internet solutions like file cache (was already set to 300ms)
- drivers are all up to date

The stutter with 4K files can be resolved by forcing ffmpeg to use 1 thread (in advanced properties). The CPU at 40% seems a bad sign that hardware acceleration is not used though.

Sure, I can provide the full log, just wondering what you mean by "the full log" :) I followed the instructions in that thread and:
1. Opened VLC
2. Scrolled to a section of the movie where it was clearly stuttering
3. Set verbosity to verbose
4. Started playback, left it running for a while
5. Stopped playback and posted the log

Does the full log mean i need to set verbosity to verbose before starting playback?
