VLC 3.0.3 issues

I upgraded from 2.2.8 & I am having the following issues:

1) The force aspect ratio option is not working. I have changed it, saved, exited VLC. When I restart, VLC ignores my forced aspect ratio & uses default of the video for every new video.
2) In full screen mode, when I change the time position of a video, there is a transparent progress bar that pops up. I cannot find a way to turn this off. Show controls in fullscreen mode is toggled off.

Are these bugs or am I not finding the correct setting? I copied my settings file from the previous VLC. Neither of these two items were an issue before upgrading.

Can you try with 3.0.4 ? And if the problem still exist open an issue on [url=https://trac.videolan.org/vlc/]Trac[/ulr] for each problem.

I had a similar issue that was fixed by resetting all my settings.
