MPEG-2 BLU-RAY files not playing properly at CBR

So I've found another format that VLC does not like... I have been using Premiere Pro CC 2017 to export my AVI DV files to MPEG-2 Blu-ray m2t files at 480i with a VBR which play fine in VLC. I decided to switch to CBR for compatibility reasons, speed, and simplicity. These files play fine for about 6 minutes, then the video starts to get choppy and eventually it freezes altogether. This is a fairly new file format so not sure why this is happening... I've tried it on two PCs and my macbook as well, same issue. I don't see any errors come up in messages. If anyone can take a look at this or might know why this is happening please let me know. Here is the sample footage below:

Okay so I did a few more tests, here are my new findings...

The sample video above is rendered using the MPEG-2 Blu-ray format, specifically using the MAIN LEVEL with a maxed out CBR of 15mbps.
I thought maybe the maxed out bit rate could be the problem (not sure why) so I rendered another video with the exact same settings except I chose HIGH LEVEL still at 15mbps -- and sure enough this file plays through fine.
Then I rendered another video at MAIN LEVEL at 14.5mbps and this video also plays fine. I will summarize results below:

MPEG-2 Blu-ray m2t files at 480i, CBR 15mbps MAIN PROFILE, MAIN LEVEL -- VLC cannot play file past ~6mins
MPEG-2 Blu-ray m2t files at 480i, CBR 14.5mbps MAIN PROFILE, MAIN LEVEL -- VLC plays this fine
MPEG-2 Blu-ray m2t files at 480i, CBR 15mbps MAIN PROFILE, HIGH LEVEL -- VLC plays this fine

So it seems I have found some alternatives, though it would be nice if this could still be fixed...

File a bug with samples.
Hey there, where am I supposed to file these bugs and provide samples?? I cant seem to find bug reporting within VLC or in these forums...
