Progress bar disappearing in fullscreen

Hi all, I'm using Windows 10, VLC ver 3.0.0 and this started happening a month ago, where I would delete the appdata VLC folder to solve the issue.

Now its happening again, and this time around deleting the appdata folder did not resolve the issue. Using the search I have found others throughout the years having this issue with a few solutions suggested, I have tried what I can find online but no luck.

I would like to figure out what is causing this and I am hoping someone else has run into and solved this issue

The simplest way is just remove it and download, set up again

Hmm well you know the menu/progress bar that appears in fullscreen when you move your mouse, that disappears when I go fullscreen so I can't really screen shot that.

"Alt+Print Screen" will save a capture of the window in your clipboard.

I understand that, but as when I go full screen the progress bar immediately disappears, oddly enough when I used the snipping tool and took a screen shot the menu bar shows up in the screenshot, but it is invisible for me. So would this then likely be another program causing this? I just upgraded my mobo, GPU, CPU and with that new ASUS suite and other stuff.
