VLC choppy playback of WMV files

Getting choppy playback of WMV files in 2.2.8 on a brand new system. i5 8400 with 8GB Corsair Vengeance and a GTX650Ti Boost (reused old card; waiting for GPU prices to come down from miner inflation). Extreme chopiness on WMV files ONLY. No issues even with x265 encoded mkv, etc. Constant "core warning: picture is too late to be displayed (missing x ms)" messages.

Try with VLC 3.0.0 RC nightly build.

Set it to use DXVA3 aka D3D11:
Tools -> Preferences -> Video
Output = D3D11

Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = D3D11 Video Acceleration

Then save, exit and restart VLC.

3.0.0 RC seems to fix it even without playing with those settings. When will it be live?
