unfortunetely the issue

https://roundup.ffmpeg.org/issue814 (choppy playback of rv30 and rv40 video)

has been removed from FFmeg bug tracking system.
the closest I found is this

https://trac.ffmpeg.org/ticket/364 (Workaround for RV40 timestamps)

the video sample provided with the VLC ticket (https://trac.videolan.org/vlc/ticket/3738) does not even play on my system VLC 2.1.0 x64 on Windows 7 x64 !

remuxing my problem video to 25fps fixed it for me. Thanks.
