I didn't see the version of Windows here, but in modern windows, a task can kick off when the system senses that the system is idle. In my case, the computer was bricked, and couldn't be restarted, but system restore took me back to where I could boot up.
So what I did was bring up task manager and where there is the running process details, make sure the command line column is available to view.
Then run a movie our your separate screen if you have one, or in a small window while you have task manager in view also and don't touch the computer for a while. It is 5 minutes when my Win 8.1 computer kicks off idle tasks.
In my case, I found that rundll32.exe was running followed by the name of a dll file. The dll file was the culprit. I searched on the name and found the corresponding task and disabled it.
Not all tasks will use the rundll32.exe, so it could be some other process running. But is is the Task Scheduler that kicks off tasks when the computer is idle. The way I found it was watching the Task Manager until I saw the process. But in the case of freezing video, I have no idea what process would kick off that results in frozen video.
