Weird color artifacts

Hey guys, I did some google searches and couldn't find anything to help me. I'm having a problem with playing back a 1080P hi-def video in .mp4 format. I want to take a hi-def screen grab so I can upload the image and have a canvas print made. I saved the video from Vimeo through their download video option.

System specs:
Intel Core i7 CUP @ 3.40 GHz
8GB RAM
Windows 7 Professional
64 bit Standard VGA graphics adapter

VLC version: 2.1.2

Any ideas whats going on?

Try another video output module:

And/or disable/enable GPU acceleration:

You can also try to enable or disable some video options such as Overlay and/or Hardware YUV -> RGB conversions.

If none of the above works, then it's a driver issue.
