Download the installer from http://www.videolan.org/vlc/, copy it to the destination PC with an USB stick or via network, then run the installer.
Done.

Hi their Lotesdelere
I' ve done what you have said, unfortunately did not work ! error message reads (VLC NSIS installer integrity check has failed !)
I was wondering does the latest version of VLC work on a Win XP system , also is it as easy as copying over the top of
the current version I have, or do you have to delete the old version first.
This is the version installed on my computer at the moment
( VLC media player 0.8.6e Janus (wxWidget Interface)Compiled by jb@Sasmira Version 3.4.5 (mingw special)
I was wondering if you could explain in a bit more detail the correct steps needed to get the
latest version of VLC installed correctly my computer. Just a reminder I do NOT have internet access on my computer,
any help greatly appreciated thank you ! " Nothing to do with computers is straight forward "

There are other methods to install vlc - but I am not sure if all the latest versions of vlc will run on an outdated Windows.
On http://nightlies.videolan.org/ you will find 2.2.5 and 3.0.0 in different formats - you should take either a 7z or zip compressed version.

Also you find a zipped version on https://sourceforge.net/projects/dvdx/f ... p/download

And finally on http://get.videolan.org/vlc/2.2.4/win32/ you get the official version also in zip, 7z and xpi format - don't forget to check the checksum, there are checksum files for 3 different methods available.
