"Create Folder" does not work if no object selected

"Create Folder" does not work if no object selected

Ticket #17218

If no object is selected when Create Folder is selected from the Media Library context menu, the folder is not created.

To reproduce:
  1. Open Media Library.
  2. Open context menu without selecting any object (e.g., right-click on empty space).
  3. Select Create Folder.
  4. In Create Folder dialog, enter name and click OK.
What happens: No folder is created.
What should happen: Folder created.
Work-around: Select any object when opening context menu (e.g., right-click object) to select Create Folder.
