Do global hotkeys work?

I am using the latest version of VLC (2.2.4 Weatherwax) but have repeatedly been unable to make the global hotkeys work. I'm running 64-bit Windows 10 on a Dell XPS 8900 desktop machine.

The local hotkeys work fine. But when I set up the global hotkeys through the prescribed protocol (assign the global hotkeys, then save, exit VLC, restart VLC), the global hotkeys never do anything.

I thought perhaps that some other running process might be interfering with the global keys, so I turned off just about any other program, even my antivirus. But still no dice. The global keys have no effect.

Any ideas on what my problem might be? Before I mess around with it much further, I would like to get confirmation from someone running VLC version 2.2.4 that the global hotkeys are indeed working . . .
