LibVLCCore.dll preventing updates

I've shut down all browsers, I've closed all instances, I've killed all non essential processes.
How can I tell what app is using LibVLCCore.dll and preventing a security update from occurring?

Or you can just reboot

No, I found the problem.
The location of the dll is hard coded, so that when I install it in a more sensible place for my computer (with my C: only having enough space for the operating systems and everything else going on the D drive) the update fails.
Is this a case of needing to uninstall and reinstall because you hard coded a variable?

Hi, first time here.
Having same problem - Update to VLC 2.2.1 fails repeatedly with "error opening file for writing" and quoting the LibVLCcore.dll.
Installation is standard default on C (C:\Program Files\VideoLAN\VLC).
Can anyone kindly offer any help please?

Uninstall completely and reinstall freshly.
