VLC Player Skipping DVDs

VLC Player just started freezing and skipping a few seconds forward while watching DVDs. The DVDs are in good condition and not scratched (even then, I've had no trouble playing scratched DVDs through VLC in the past), The same scenes skip every time, but when played through Windows Media Player, it plays fine. Anyone have any trouble shooting tips? I really prefer the picture quality through VLC over WMP. So any help would be greatly appreciated.

I'm having this problem with Toy Story 3. The first skip happens at 1:30. One minute 30 seconds exactly. Mr. Potato head is robbing a train. He has just blown a hole in the top of the train, and has jumped out. He raises his hands with a money bag in each hand and freezes. The sound continues on "Ha, ha, money, money, money" then skips ahead losing about 1-2 seconds of video. Windows media player has no problems. I thought it was a bad disk but Netflix has sent me 2 more copies with the same problems. I'm running Windows 7, pro, 64 bit, service pack 1, AMD A8-3850 APU with Radeon(tm) HD Graphics Windows experience index of 4.5. Using VLC Media Player 2.2.1 (Terry Pratchett) I get the same problems on a fairly powerful desktop and my lesser powered Dell laptop. I mean same exact behavior, same place in the film. Both use AMD processors.

I've played many other DVD disks with no problems. I will try to submit this as a bug report.

When I convert a file to a .mp4 the sound is gone, does anyone know how to fix that?
