Problems playing Capture Device.

Hi, im having problems playing capture device. I have a logitech HD webcam C615 and I used to double click a saved playlist file and it will auto play upon launch, like I wanted to.
That was on windows 7, now on a different computer with windows 10 and a build-in camera, I want to do the same, with the same logitech camera. (not the build in one)

Problem 1: I can't have audio, I have to select None in audio device name. Otherwise vlc would only display the first frame of the video. time stamp shows 00:00.

Problem 2, I try to save a new playlist so I can quickly launch it like I used to do, but now it defaults to the build in camera, even thought it's clearly specifying what vdev i wanted in the playlist file:
#EXTM3U
#EXTVLCOPT:dshow-vdev=Logitech HD Webcam C615
#EXTVLCOPT:dshow-adev=none
#EXTVLCOPT:live-caching=300
dshow://
I also tried xspf format, same thing. I can live without the audio, but if someone can help me figure this playlist thing thank you very much..
