fullscreen how can i have the navigator at the center?

i'm running the last vlc 32bit for windows 10 pro 64bit

in fullscreen ,sometime the navigator is not at the bottom and at the center , but sometime at the left corner or in other positions

i tried to reset the vlc preferences but is there a way to force to be at the bottom and at the center ?

hope its name is navigator , i mean to stop , play , forward or backward
