VLC screen positioning..dims when moved to top of screen?

Ok I would like to know if there is a fix/remedy or solution, to a behavioural difference with vlc player in windows 7 compared to win XP.
In the former (XP x64 professional) I was able to move instances of the player anywhere on the the screen, including so that the borders where off the top,or bottom, left or right, but try as I may I cannot get the players upper border to be positioned off the top of the screen, in windows (7 64bit ultimate) every time I try to do this the whole windows screen dims and the players position is automatically moved so the whole of it (including borders) is inside the viewable screen, this is not the case in my old xp.

I am guessing there is one of 3 answers, but would like some feedback or advice, It is either not possible (very frustrating) as I want to run multiple instances of the player, I vlc config option?, or possibly a windows config option?

I hope from my description people will understand what I am refering to, it is however difficult for me to explain better

thx for any answers or feedback guys, or even telling me it isn't possible due to differences in win 7 compared to xp etc

That's not a problem of VLC.
