Some ghosting with MP4 Files

Hi,
I'm using the latest version of VLC on Windows 7. Everything is fine with the program except a little issue which happens with MP4 files that I downloaded from Instagram. The issue is that at the first few seconds of me playing any mp4 video, the video appears kinda ghosted (not sure if this description is the best description so I provided a screenshot) then the picture turns normal again but this is kinda annoying for me because I have to see the video from the beginning to see what I've missed during the few seconds because by the time the video becomes clear again, it finishes! (yeah these are short videos of fitness downloaded mainly from Instagram).

Sure. This is just 1 example. This phenomena happens with all videos I got from Instagram.
