Getting Started Contributing

I am not sure if this is the correct place to post this but here goes anyway.
My System.
AMD FX8150 3.6Ghz
16GB RAM
AMD Radeon HD 6950 Video Card
2TB HD
20 Mbps DL 2Mbps UL Connection

Issue in question Stuttering streaming Video/Audio VLC 2.2.0
I tried increasing the network caching to 1000ms the problem got worse.
I tried different other values from 5000ms to 50ms. The problem was still there.
I found the best value was 100ms, but still the stutter persisted.

What I found that helped a lot with the stutter is going to Windows Task Manager
Select VLC.exe process. Right Click and select Set Affinity and instead of using all
8 Processors, Use only one. Does not matter which one. It seems to eliminate the stutter.

I tried the same thing with VLC Version 3.0.0-git-20150328-0003 Vetinari,
and I got the same result.

Not sure if this is helpful, but it is odd that 1 Processor is better than 8.
