Network stream video stutter

Hello, I think I have a simple problem but I did not find it discussed here before. I am using version 2.1.5

I am attempting to use the network stream (ctrl+N) feature to play live video media. This works fine except that it appears to stop and reloads every 10 seconds. In effect, this causes a brief stutter every 10 seconds although everything else seems fine. Changing the amount of caching does not seem to have any effect. Is there anything else I can do to fix this? Playing streaming audio doesn't have the same problem.
