Audio playback problem

Im having a problem playing back almost all my audio files im every five to eight sec sec i get a a really short skip in music kinda like it you have a dirty record or scratched cd. im on windows 8.1 64bit using vlc 2.1.3 the debug file i will post below and if you need a music sample i can upload one

It seems your audio card and your computer clock do not agree on the "speed" of time. This is commonly caused by broken power management features, so check your system and BIOS parameters.
