Version 2.1.3 doesn't work on Win ME/98 + KernelEX 4.5.2:

The exe installer give:
"VLC-CACHE-GEN caused an invalid page fault in module LIBVLCCORE.DLL"

Zip version: On start VLC cause an invalid page fault in module LIBVLCCORE.DLL.

No special steps are required to install and run VLC up to version 2.0.5.
The msvcrt.dll should be updated for Versions 2.0.6 - 2.1.2.
Rincewind (2.1.0 - 2.1.2): The compatibility mode of the exe installer must set to XPSP2.
See KernelEX Wiki, too.

I don't mean to be rude but this isn't a solution. :?:
