Stream Works, then Doesn't Work

I have been trying to stream a video with my family back home with VLC player. I am using VLC 2.1.3 now, but experienced these problems when using VLC 2.1.2 as well.
  • - I have the Firewall Enabled on my Arris router.

    - I have the Port Trigger Configuration on my Arris router set up as:
    • Description: VLC Streaming
      Outbound Port: 1234-1234
      Type: Both
      Inbound Port: 1234-1234
    - I have the Virtual Servers Configuration on my Arris router set up as:
    • Description: VLC Streaming
      Inbound Port: 1234-1234
      Type: Both
      Private IP Address: 192.168.0.2
      Local Port: 1234-1234
- I have Norton 360 installed on my machine, with the following Firewall Setting changes:
  • Program Rules (for VLC): Allow, Direction: In/Out, Computer: Any, Communications: Any, Protocol: All
    Traffic Rules: Allow, Direction: In/Out, Computer: Specific, Communications: Specific, Protocol: TCP and UDP
The specific computers (as noted above) are addresses that belong to my family's IP address and my work IP addresses.

My family and I have successfully streamed 35% of the time, with no changes to any of the settings listed above. Of the 35%, most of the time I have had to restart my router and they their computer. Otherwise, it doesn't work. In addition, there was a point last night when trying to stream and my family restarted their computer midway through the stream.

We both watch what is being streamed on other computers (they at their house, me in the living room while my computer in the computer room streams). When they returned from the boot-up, they were unable to reconnect, while my computer was able to continue the stream in the living room while on the same network.

I've tried the same thing minutes ago with my work computer, and was able to stream the video with ease. I closed and restarted VLC on my work computer to try once more, and was unable to.
