Win CE Build

What is the way to build win ce version of VLC. How was the latest version available for download built. It seems like the source code is not available to be built? If you try to build the source with the evc projects. Nothing really works. You get an executable with no GUI, No functionality except help. Please help here if you can. Thanks

Sorry, the IRC chat guys put me on the right path. Turns out that the snapshots that I downloaded do not have the file INSTALL.winCE which describes the build process. The vlc-trunk from the svn server does.
