2.1.2 updated but still the same bug

hi

i updated vlc to 2.1.2 32bit (i don't know really how the 64 runs better )windows 7 sp1 64bit , but i did notice the same bug reported years ago

with a skin loaded , i can drag and drop subs

i got this answer
So far, dropping subtitles on-the-fly was not implemented in the skins2 interface. A patch has just been committed to remedy this issue. You should get it in the next version.
but does it work ? i mean drag and drop with a skin loaded or it's my windows 7 ?
