Tools > Preferences > ( Show settings = All ) > Video \ Subtitles/OSD \ Text renderer (Freetype2 font renderer):
Font size in pixels [0]
or
Relative font size [Large]

If you are in VLC preferences and have "All" settings mode turned on, then you see an expanding tree on the left side. Find "Video" there, then expand "Subtitles/OSD" thread and finally click on the "Text renderer" and you will see all available options on the right side, including "Font size in pixels" and "Relative font size".

Tip: In your VLC folder, delete (or temporarily rename) "locale" subfolder containing all languages (>20MB). Then you will have pure English in your VLC

Not "Text rendering module"!
Expand "[+] Subtitles/OSD" in the tree by clicking on "[+]" sign or double-clicking on the whole expression "[+] Subtitles/OSD".
Then you will see the "Text renderer" in the tree if you scroll down the tree pane. Click on it and you will see all available options for subtitles in the right pane.
