Windows 8, VLC and Crhome - only streams

Running Windows 8 and Chrome Browser, mpgs, wmvs, etc, only play streaming in the browser window instead of opening the VLC player. It works somewhat correctly in IE, except it always asks if i want to open or save, when i select open VLC starts but doesn't get the "focus". I cant find where to make it work in Chromes settings? I've searched here and found something about a browser plug-in to fix this but can't find the plug-in. Any help would be appreciated.

So, 2 issues, making Chrome not stream and open VLC, and, IE always asking then opening VLC but it not getting the focus.
