2 instances of VLC player can't do different RSTP streams

Hello, I was wondering if someone knows a solution for the following:

I found that if I have two instances of VLC player, on my windows PC, that can't show two different streams coming from the same IP address.
I have an IP cameras that can stream different resolutions:
For instance, when I play rtsp://10.120.2.2/now.mp4?res=high I get a nice high res streaming picture.
When I start a new instance with rtsp://10.120.2.2/now.mp4?res=low I'm expecting to get a low res picture. Instead, this stream is also high res...?
Only when I close the first instance of VLC player that was playing the high res stream, the second instance will show the low res picture.
Is seems that only one resolution can be shown at the same time, in two different VLC player windows.

Two different streams from different IP addresses is no problem.

At first, I was seeing the issue with the VLC ActiveX plugin for MS Visual Studio 2010, and i thought it was something with my code,
but then I discovered that the VLC player app for Windows has the same problem.

I hope someone can give me some help with this strange problem.

If you play only the low res, does it show low res?
