FLV audio stream level changing -

During the Mars Curiosity landing, I noticed drastic audio level changes while playing this FLV stream in VLC 2.03 Windows, but I was able to adjust volume on the fly to compensate.(from 70% level to 10% and back).

These volume changes did not seem to occur in the Ustream Flash player during the live broadcast - I had to adjust playback volume manually only a small amount - from 50% to 60%.

Is this what is meant by audio hinting? If so, is it possible for VLC to implement this?
Or did I miss a setting?
