Animation has horizontal lines

So i love VLC, but i've found this irritating little quirk where in animation, in areas of fast movement (action, people taking) I'll get little horizontal lines - just in that area, not the whole screen or anything. The internet tells me this might be "combing" and be related to interlacing/deinterlacing, but that's out of my depth, and I wouldn't have the slightest clue how to fix it. I'm on win 7, running 1.1.11. My graphics card is a GeForce...I wanna say 8800, maybe 8800 GT? I can get the specifics if that's helpful, but I just made sure drivers are current on it.

Any suggestions on how I can get rid of these little lines?

Are you sure this isn't interlacing issue? Just deinterlace in the menus.

Hm. Now everything starts with an ugly green and instead of the lines stuff jumps, like there were frames missing or something. More jarring than the lines really. Blend and Yadif 2 don't seem any better

The green was getting pretty annoying and was showing up on non-animation clips as well. Shut off deinterlacing for the time being. Any other suggestions? :)

As far as I can tell, the monitor driver is up to date (although a bit old) and I updated the video card driver a couple days ago (current driver is from August 2011, but problems occurred before update)

Not sure how clearly what I'm talking about will come through, but if you look at that yellow/red person it's a good example of what I'm talking about (had to slow the video down a bit to be able to get a good grab of it - it was doing that regardless, just too fast for me to show it)

i took a look at it too

hmm wmp and mpc hc show same "lines" especial lip and fast movements
using a deinterlacer in vlc has only minor effect with this video

seems the video is encoded that way

Hm, really? Well, that's helpful I suppose, in that at least it's not just me/vlc. vlc_help, you probably don't need to look at that one, I'll try to find some video from another source and/or see if all my animation does that. It's probably the encoder in this case. Thanks for all the help so far :)
