VLC 1.1.5 on 64-bit Windows 7 steals key input

So if I have VLC running but in the background (i.e. another window has focused) and I hit the up arrow or down arrow in any other program, VLC "steals" that key press and changes the volume of whatever it's playing. Does anyone know what's up and how to stop it?

It is a bug if that really happens.
