VLC Plugin does not load in Opera after setting CWDIllegalIn

After adding the DLL search patch in Windows 7 registry at HKLM\System\CurrentControlSet\Control\Session Manager setting CWDIllegalInDllSearch to dword hex FFFFFFFF (not 1 or 2!)
the VLC Plugin does not load anymore with Opera 10.61.

Opera complains about not finding libvlc.dll.

Yes.
In Key HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\VideoLAN\VLC i can find:
InstallDir with Value C:\Program Files (x86)\VideoLAN\VLC
