Unintelligible characters when running "vlc --help"

Unintelligible characters when running "vlc --help"

When running the "vlc --help" in command line the resulting window mostly contains non-English ASCII characters ....

My locale and input language are not USA/English. Is this related?
How can I fix it w/o using a USA locale?

That might be a bug. The cli text overrides VLC language.
