Support of chapter markers or bookmarks

I created a company promo video clip in standard mpeg-2 using Sony Vegas. Now my boss wants to have the capability of navigating through the video with chapter marks. I know I can add chapter marks in Vegas, render to mpeg-2 and then author to .vob retaining those chapter marks, but does the vlc player support chapters for mpeg-2 playback? I want to avoid having to author to .vob.

I also tried the option to set bookmarks in VLC and save them as a playlist, but every time I close and open VLC, the bookmarks are gone. Any suggestions?

If you only need to play the video with VLC, you could turn the video to Matroska container which supports chapters. (current VLC builds cannot save bookmarks)
