I only have a 1024kbps upload. I have been sticking to about 600kbps video bitrates and 25fps. I need the framerate this high due to me allowing him to watch sporting events that simply look better

I have tried various different codec's and encapsulations but seem to find the only one that doesnt stutter/distort badly on his player to be wmv. The problem is the quality is terrible @ 600kbps, it goes very blocky. The input source is full 720x576 25fps which is outputted by dvbviewer as a http stream, i am able to open, transcode and restream this fine. The only problem i have is video/audio codec/encapsulation. Which is best for me to use with my required settings, my friend will be playing the stream using vlc. I suppose i could push the bitrate to 800kbps overall, using wmv settings it doesnt make much of a difference. I was hoping to use h264 but i cant seem to find a setting that works on his end, he gets audio but no video. The pc streaming the video is an Intel Q6600 Quad Core with 4GB DDR3 so processing power isnt in question.
