Win7 and pixelation problem

I installed old drivers which did solve the pixelation problem when enlarging (deafult, direct3d), but now when shrinking the video no filtering is applied and swcale doesn't seem to have any effect whatever option i use. OFC the OpenGL is working in both cases! :P
The Nvidia driver version I installed is and old 169.25. Maybe there is a driver version out there that works fine in both cases. :D
