since whenever i use vlc in direct x mode and set movie as wallpaper desktop
and then watch another movie and/or end it (in another player), the desktop background stays grey or black
until vlc is restarted
and i see that under openGL output the option for desktop wallpaper is disabled

In theory yes. AFAIK nobody is working on this. VLC 1.1.0 should include Direct3D desktop wallpaper mode.
