Help with VLC

I need a program that can play videos by the millisecond. Does VLC play videos by the millisecond? Also, I need a video editing program (on PC, so Final Cut Pro won't work for me as it's Mac) to edit videos by the millisecond. Does anyone know of a video editing program that allows you to make videos by the millisecond? I've tried Adobe Premiere but that only allows editing by 0.01 second. And 1 millisecond = 0.001 second.

Digital videos have concept of frames. They aren't endless stream of videodata. So one frame is displayed by some time that is 1 second divided by framerate. So if framerate is 25, one video frame is dislayed 40ms (1000ms/25).

So can I ask why would you need/want 0.001s accuracy?

A science thing for subliminal messages. They only work under 5milliseconds. Any slower and people will start to become consciously aware of the messages.

You would need 200 FPS video to get 5 ms accuracy. Most LCD display devices can only do 60 Hz (so they can display 60 different images in one second). Some CRT monitors can do 120 Hz.

You have some special device for playback?

But 60 Hertz doesn't really mean 60 FPS does it...? I've seen some TVs for sale that's under 3ms refresh rate and I think they're 60 Hertz.

Even if those TV had 3ms refresh rate, there isn't any device you could use to input 200 FPS stuff to them. (I am quite sure they wouldn't support FPS that high anyway). With LCD display the time they tell is refresh time of pixels between to different images. You can get 2ms on Gray-to-Gray change, but with other color changes it takes longer. But that is the delay between the images. It doesn't tell how many different images you can display in one second.
