Encrypted DVD won't play on laptops

I have installed VLC on a few laptops and encrypted DVDs won't play. They come out all broken up
( like on Linux when libdvdcss isn't installed ) If I then install PowerDVD and try the same DVD it
asks me to set the region code and plays OK - After that VLC plays encrypted DVD's OK

I have searched and couldn't find anything but if someone can help or point to the right place
I would be grateful. It seems ratehr to defeat the object if I have to install another DVD
player to get VLC to work

You can set/change the DVD drive region from device manager.

The laptops were brand new and had never
played a film DVD before. ( The DVD was used
to downgrade to XP )
