Am I allowed?

I do not want to cross post, so I hope this is in correct section.

My question;
I made a little app in VB6, to download flv videos from my webpage, and I want to then convert to .mpg
I have used the axvlc.dll successfully to do so.
Now my question is, can I now use inno setup to package my app AND AXVLC.DLL and distibute it?

Or can I add the Vlc player to my setup script and Install this first? Would that be Allowed/Better?

If you use the ActiveX dll, you need to distribute the LICENSE file GPLv2 at the same time to explain that some of your complete application is under GPL
