Encoding AVI from DIVX

I've searched and searched for this simple technique, and I've come to the assumption that it isn't a common task among VLC users. So I've come here to request help. My goal is to create a video CD (VCD) containing some of my favorite cartoons. The cartoons are encoded originally as DIVX movies, and I have no problem re-encoding them as MP4 movies, but my challenge is that I am trying to use Windows Movie Maker (Movie Maker) in order to create my VCD, and as it goes Movie Maker doesn't import MP4 files. Of course other than AVI, I have options for MPEG 1 and 2, but I have thus far been unsuccessful in encoding the DIVX into MPEG 1. Here are my settings that have malfunctioned and functioned for each of my supposed sessions:

Functioned?: Yes
Encapsulation Method: MP4
Video Codec: mp4v, Bitrate=1024, Scale=1
Audio Codec: mpga, Bitrate=192, Channels=2
File Extension (not that it really matters): .mp4
Notes: This successfully created a playable and reasonably encoded MP4 video with good audio that played back well in VLC and other players, however I do not want this encapsulation/codec format, as Movie Maker cannot import it.

VIdeo Codec: mp1v, Bitrate=1024, Scale=1
Audio Codec: mpga, Bitrate=192, Channels=2
Select all elementary streams: unchecked
Time-To0Live (TTL): ---

Notes: This seemed to work - it created a fairly large file, but the result was that it did not play properly (even though Movie Maker imported it).
