How can I judge the video stream is not available

Now i am using vlc play network video stream, then as the steam is not avaliable i want vlc play the media file stored on the local disk automatically.
and when the video stream is avaliable again, vlc will change to play video stream.
My question is how can i judge the video stream is not avaliable? Does it need a new plugin. How to achieve it?
Anyone who tell me the implement procedure? Thanks very very very much!!!

Depends on what not available practically means.

Not available means the URL can't open or no video stream to dispaly.

you could create a playlist, with your network stream in first posision, and then your local files. When the network stream dies, it will play your file.
But I don"t think vlc can check the stream to come back to it when it is available again.
