Motion JPEG live video stream

I have VideoLAN 1.0.5.2 on Fedora 12 pc with a USB Webcam attached to it
I want be able to broadcast live a M-JPEG (Motion JPEG) video stream of my Webcam over the internet using command line VLC (no gui). I want to be able to go to a URL and view the live video stream. It has to be M-JPEG because occasionally I want to take snapshots of the stream and save them as JPG files. I has to be command line because there is not desktop system installed on this Fedora box
Can anyone tell me how to do this or point me in the right direction ?
