VLC - waiting for SPS / PPS - not able to get the video

OS : Fedora 10
VLC : 1.0.2 Golden Eye

Hi, I am trying to transcode a ts (MPEG2) file to a lower bitrate and 0.5 scale video and trying to stream on a multicast IP address.
My problem here is, when I try to connect another instance of VLC client to this multicast IP, I dont see any video. In the messages I observe "waiting for SPS / PPS".

Generated output string:
:sout=#transcode{vcodec=h264,vb=500,fps=30,scale=0.50,acodec=none}:std{access=udp,mux=ts,dst=239.1.3.65:8208} :sout-all

Can some one help me fix this issue.
Note: If I try to play the transcoded video on the same client (display locally), I can see the downscaled video.

Any help would be highly appreciated.

I figured out that the problem was with the input file. Now I have other issue. I am able to get streaming / transcoding done, if I use vcodec="mp4v" or "mp2v", but I am not able to get it working if I make it as "h264".

Please let me know what can fix this ?

This is a known regression of the rpmfusion vlc-1.0.2 built for F-10. It has the x264 encoder disabled.
Take either 0.9.x or uses F-11
