Ogg file wont play in VLC

The following ogg file, generated from a PNG sequence using ffmpeg wont play under VLC, though it works just fine in mplayer. It has to be a bug for sure, but I don't know where (VLC? ffmpeg? debian?). Is this a VLC bug? if so, to whom should I report it?

Without this it is not possible to review ogg files generated from image data sequences using VLC... :(

I would agree, but mplayer can play it just fine -- what gives? Is this a question of the ogg file header/footer/whatever data not being parsed properly, or is mplayer having to do some tricky stuff?
