TV Channels in VLC 0.9.3 on Ubuntu (Basic Question)

I'm very new to VLC and Ubuntu, so please speak slowly.
I recently downloaded and installed VLC 0.9.3 on an Ubuntu box that I built. All I really want to do is be able to stream TV from my capture card and watch it somewhere else over the Internet. When I go to configure the stream, I notice that there is no "channel" setting, just frequency. Is there a list somewhere that tells me which frequency to use for each channel? Better yet, is there a channel setting somewhere in VLC that I'm missing? I apologize for the basic question, but I've been having trouble finding an answer.
