Capturing from ADS Tech Video Xpress

I am planning to buy ADS Tech Video Xpress USB 2.0 video capture device.
Does anyone know if VLC can capture from this beast?

If not, any other suggestions for USB based video capture device that will work with VLC on linux? Price must be under $45, but decent picture quality.
Need composite video and stereo audio inputs.
